Salt water on every approach, black boreal forest behind the workings: Rudavet is a small settlement, raised offshore in the east during the fifth and most recent wave of expansion, and it is not a comfortable place. Ore is the reason it exists — cut from island rock, moved by boat, valuable enough to justify feeding people where almost nothing grows. Everything else follows from position. The settlement watches a stretch of open sea, holds it, and keeps the rites that give the holding its meaning.
Rudavites are Suvanar, few, and long used to being few. Their allegiance is to Berevik, for whom the island counts for more as a fixed point on the water than as a source of revenue: a garrison, a working and a sanctuary are the whole of the place. The Ruby is their goddess in her aspect of the Beaconmistress, and on an island where fog can sit for days, a patron of discovery and of finding is no abstraction. Her priestesses are the settlement's other authority, and the only one that outranks the weather.
