Beneath the open grass of the western plains, Nimanza found the thing it lives on. The city stands on a lake shore in country that looks like pasture and pays like a mine, level and wind-combed and treeless enough that its winding gear and spoil heaps show from a long way off. Water settles what the landscape otherwise withholds: the lake feeds the washing and separating that ore demands, and gives the city a hard edge to build against. Nimanza is substantial now, one of the larger places on its stretch of the plains, and it grew that way because the seams held. The shafts are the reason anyone stays.
Obligation here runs in a chain rather than to a single seat. Allegiance is owed to Saradir; governance sits with Basaran; and the city is counted within the wider bloc that answers at Torolok. Second-wave Ashanar raised the place, and the trader's habit of stating terms plainly and keeping to them suits an arrangement with three names in it. Nobody local finds the division strange.
