Between seasonal forest and open water lies a stretch of the continent's centre that must be defended and can also be worked, and Bannevar holds it. The woods shed and regrow each year, giving timber, charcoal and mast for swine; the river and the lake give fish, reed and easy carriage. But defense comes first in the reckoning of the place — walls kept in repair, levies drilled in the slack weeks between sowing and harvest, and workshops turning out the gear that arming a district requires. Production and harvest follow behind, feeding the city and the men under arms in it.
Bannevar dates to the third wave of expansion, which shows in how thoroughly it has settled its ground, and its households are Suvanar. The city governs in its own name over the country around it, including smaller places that send it their grain and their sons, and answers in turn to Risbern. Its faith is the Radiant Light.
